Is it even possible to complete the conspiracy quest line?

Ive had a quest Istanias Plan for ages, I keep doing the quests as soon as they pop up to do the Supply lines, or the hideouts, or this and that. But no matter what it eventually regenerates back faster than I can complete the quests. Is it even possible to win? Whats the deal with this quest? Am I supposed to just let it fail?
