Do any elementary teachers get planning time during contract hours?

Hello! I'm beginning to interview for elementary teaching positions. I'm noticing that the public school district had me doing P.E. and no time for planning within contract hours. There are charter schools that have 3 hours of planning while students are at specials. What's it like in your district?
