[IA] When being offered a job with hourly wage that's determined by your experience level, what's the best way to negotiate if that amount is too low for you?

For further information I have 15 years of customer service experience with 5 years of management experience as well. I am looking at a receptionist position, and they determine the wage offer by experience level. Due to bills I need at least a certain amount to be able to maintain my household. I am curious what the best way to go about negotiating wage is, or if that is something not recommended.
