Weird operator tickets online course

Hey, so I have pre experience in operating digger, loader and skidsteer and wanted to get my tickets done to have better chances to get a job. I found this website from skill ready and emailed the guy, he called me and we texted back and forth for a while. I wanted to come in person but I couldn't even find their facility and he also told me I could do everything online if I have enough experience. After he checked my resume he said I can just do everything online. He send me some online courses, put all the answers in already so I only needed to put my personal data and sign the thing. This whole thing feels a bit weird to be honest. Does someone have experience with this training facility or can tell me if this is even legal to get those specific tickets through an online courses?
