Fred dies canonically?

So the Phantom Shift event introduces a new mechanic it shows that if the MNST boss aka Fred is pushed back(eliminated) Viper spawns after Obol lets him out and in Season 11 Viper is in northridge and ALOT of CDIS is infested everywhere in northridge from what was heard in CN so does that mean fred is now dead and viper will be the new boss? Or is this just mechanic to introduce both of the CDIS boss and that fred did infact lost but didnt die?
