New GE (cafe) fridge freezer fan always running

Just got my new GE cafe CWE19SP4NW2, been plugged in with some food in both the freezer and fridge for about 24hrs. It seems really noisy compared to my 16 year old samsung that it is replacing(died after a long distinguished life). The freezer Fan is always running and contributes the most to the noise coming from the unit. Is this just normal for new GE fridges? additionally there seems to be a random surging noise from time to time as well. Are the frigidaire or LG in the 2000-3000$(cdn) price point quieter? I purchased it from costco so I have the option to return it.
