A bookshelf on the street - are books on it donations to public or for sale?

After seeing no price tags and the fact that it's not directly in front of a shop made me assume everything on it is free to take and I took a few pieces I liked. Now, however, I got anxious thinking maybe I wasn't supposed to take them. Does anybody know about this?
