Premium Car Rental Insurance for the "Uninsured/underinsured"

I am struggling to understand the real value of the “Premium Car Rental insurance”. Reading the policy is says "This product does not include coverage for Liability, Uninsured or Underinsured Motorist, or Disability."

I was reading other post for this same topic and its clear that I need to decline CDW while renting but add liability.

what happens if there is an accident and I am at no-fault but the other car is uninsured? Who will need to pay to the car rental company? Will I still be responsable for paying because the other car was uninsured ? If that is the case how can I get coverage for the situation without buying CDW?
