Who deserves NRNs?

My squadron's directions for the EFDP for NRNs were "if they're not ready to promote tomorrow, they're NRN." My troop got a NRN (I was not at the EFDP, as I was TDY at the time).

When I look it up in AFI 36-2406, it says Promotes are "Recommended for promotion based on performance at or above established DAF standards and expectations. Performs with the majority of personnel and at a level commensurate with peers."

Per the SEL, my troop's getting an EOT dec because he's doing work commensurate with his peers, but because he's not ready to come into work tomorrow at the next rank, he deserves a NRN. To me, that means he deserves a Promote, not a NRN.

Can someone explain to me how this makes sense? I need to talk to my troop, but I have no idea what to say. Everyone I've spoken to who were in the EFDP said the same thing: "The guidelines were if they weren't ready to come into work at the next rank tomorrow, they deserved a NRN."
