Why Azure is so expensive ??

I was reading This in azure Docs in which I will use the Pricing calculator to figure out how much this arch will cost me :

The result of : 2 VMs + Azure SQL + 2 application Gateway = 1291.82

Is it only me that I find this very expensive because I live in a third world country or is it normal ?
