GPU Crashing

[SOLVED], GPU CLOCK WAS WAY TOO HIGH (STILL UNKNOWN WHY), MAX AROUND 2450MHZ, IT WAS 2670MHZ

Description of Original Problem: everything works, until i put stress on my GPU. when I play games I crash as soon as I spawn in the map (freeze first, then black screen and back to desktop with AMD Radeon software error about drivers timeout), in 3dmark, during tests, is full of buggy spikes and polygon, and in a few seconds it crashes.

Temps and utilization are normal. no overclock, already tried to reset windows, clean ddu driver installation, clear CMOS, change cable, unplug and plug again the GPU and the cables
